From what has been said it seems that 'Eddie' is a vagrant. Would translocating a mate be practical. I believe there have been proposals for a reintroduction since GEs were native but I don't know if any conservation body has studied the desirability of reintroduction.
The section on the Irish Golden Eagle website on reintroductions states that
Article 22 of the Council Directive on the Conservation of Natural
Habitats and of Wild Fauna and Flora requires, that Member States shall: (a)
study the desirability of re-introducing species in Annex IV, that are native
to their territory. The original obligation to encourage the reintroduction of
native species has been replaced by an obligation to simply study the
desirability of reintroducing them (Rees 2001).
Personally I think that it would be too big a project and it might be better to improve habitats but it would be good to read a report.
Incidentally, a bridge playing friend swears that he has seen 2 GEs around Tregaron but I doubt whether there is a secret reintroduction project as there would have to be a consultation, public support and Liz would know!
