I used to be part of a team of ringers that ringed lesser black-backed gulls, and herring gulls (fledglings) and we only ever put one metal ring on one leg. So there is no reason to assume the gull may have lost it's leg after ringing (because of ringing).
Mind, I guess a ringer is unlikely to ring a one legged gull, so maybe you are right!
