Bar-tailed Godwit at Ynyslas

Amongst a group of 12 Whimbrel feeding on the beach at Ynyslas this afternoon there was a single bar-tailed godwit which had 4 blue coloured (darvic?) rings fitted on the lower part of its legs (2 on each leg) and a red plastic 'tag' on the upper part of the left leg. It also had the standard aluminium ring fitted. Has anyone any ideas of who (or which country) might be carrying out studies on this species?
